Welcome to Ryan-Ramsey HR Solutions LLC! Our company, formerly Ramsey and Associates Personnel Management Inc. was previously operated under the leadership of Pat Ramsey prior to her passing. With decades of experience developing and administering civil service and non-civil service entry level examinations, promotional examinations, and assessment centers for multiple public service and public safety positions, we are dedicated to providing professional HR Solutions for our clients.
Paula Ryan, President & CEO, brings over twenty years of public sector experience. She has served several cities in Ohio and Texas as an HR Director, Assistant City Manager, Deputy City Manager, and Acting City Manager. Paula has direct knowledge and experience developing and administering competitive exams and assessment centers through her past work as a Personnel Analyst with the City of Akron, Ohio. She has a Master of Arts degree in Organizational Management with specialization in Assessment Centers for selection and promotion decisions.
April Scholz serves as Lead Advisor for Ryan-Ramsey HR Solutions LLC. She has a Bachelor of Science degree and twenty years of experience as an Executive Assistant in testing.

Ryan-Ramsey HR Solutions LLC provides a full range of civil service and non-civil service testing and assessments. Police and Fire entry-level and promotional examinations and assessment centers, all levels of public employment exams and assessments, performance and agility testing for positions with essential functions requiring minimum levels of job-related knowledge, skills, and abilities, as well as written examinations for all entry-level and promotional vacancies are some of the many services we offer.
Our clients include municipalities, townships, villages, counties, and school districts. We also provide experienced assessors for every assessment center process.
